The case study of Bitti (Sardinia): Risk perception and local best practices. – In alignment with Goal 13 of the UN 2030 Agenda, strengthening risk awareness within local communities can provide a framework for effective citizenship in managing extreme weather and climate events. In Sardinia, the community of Bitti (an inland area in the province of Nuoro, northeastern Sardinia) experienced a devastating flood in 2020. In response, local institutions and the community demonstrated resilience and implemented sound institutional practices. Following a field survey initiated through meetings with local authorities, this work presents the results of research aimed at understanding the risk perception among the municipality’s population. This insight aims to support the future implementation of participatory processes and citizen science tools designed to foster the development of communities resilient to meteorological disasters.

The role of policies for the activation of human capital and territorial mobility in con-trasting skilled youth emigration. – This study aims to investigate the role of local human capital activation policies and the value of territorial mobili-ty to contrast the phenomenon of qualified youth emigration. A phe-nomenon that has regained momentum in Italy in the last decade.
This study examines complex initiatives implemented by Italian regions and local authorities (especially Torno Subito by the Lazio Region and other programmes such as Ritorno al futuro by the Puglia Region and Master and Back by the Sardinia Region) that can serve as a model for national and European policy makers. Programmes that can help to counter skilled emigration and support the "right to stay" of a generation of skilled young people who, more than others, suffer from job insecuri-ty and a growing risk of marginalisation.


Spatial and temporal dimension of the pandemic covid-19: from the territorial repre-sentation to the governance processes. – The Covid-19 has been increasing interesting and now it results widely argue. This theme is territorial and geographical studies are such important to the role of Italian territorial or-ganization to stem it. The methodology refers to the analysis of spatial and temporal dimensions unfolds along the effects of the spread of the Covid-19 pandemic in Italy on a regional and sub-regional scale with respect to the trend and the current scenario; according to a methodology specific to a position paper, taking into account the situation in the making, the contribution addresses the question of territorial organization and governance with reference to the state and local management of government processes triggered by the crisis and, in particular, the role played by public health. The acknowledgment of evolution and diffusion of Covid-19 is a necessary condition, but it is no sufficient too, despite the recognition of the government best level and the group of authorities. The last question of this topic is about a new proposal to individuate the best institution and the features: the role for the authorities and territorial for the dimension.

 


Territorial Reorganisation and Differentiated Autonomy: A Matter to be discussed in light of the Plague. – The arrangement of local self-government is one of the elements that the management of Covid-19 has involved most. During this period people saw many difficulties of the Italian administrative structure and it had consequences on the efficiency of the institutions and markets too. The arrival of Covid-19 has called into question many aspects of internal life in the country and the gained experience pushes for the revision of some aspects of Italian political affairs. This contribu-tion aims to underline – through two case studies – some themes of political geography raised by the new condition and to indicate the new opportunities they open up. To do this, the authors discuss, on the one hand, the reorganization of the state administration after Law 56 of 2014, the new hierarchy of administrative powers and the launch of the Metropolitan Cities. On the other hand, they address the debate on the request for Autonomia differenziata (differentiated autonomy) presented by three regions – Veneto, Lombardy and Emilia-Romagna – in order to in-crease their spaces of power, and the consequences for the rest of the country.


The “Via degli Abruzzi”. a key route to local development. – The renewed attention paid by Institutions, public authorities and scholars to main historical routes as well as their more serious consideration of rural areas’ development suggest the author to focus his interest on the ancient route of the “Via degli Abruzzi”, which played a crucial role for several centuries for religious, cultural and most importantly commercial purposes, connecting Central and Northern Italy to Southern Italy. This paper aims not only to discover again such a history, but also to let re-emerge nowadays a network of potential relationships and a renewed interest in the areas covered by this communication route, by stimulating new cultural tourism flows which could travel through this route again, and even envisaging a possible institutionalisation of its itinerary, for a more varied and efficient use of its environmental and cultural resources.


The depth of the changes taking place in the area object of the present study is of such importance as to ask questions about the features that this urban space should take in the process of growth of the Capital city. In the perspective of this evolution even more importance is given to what happens in the suburb area, which pertains to and is managed by the University of Rome “Tor Vergata”. The difficulties faced by the local authorities bring to the attention a new need arisen from the interest in finding resources to proceed with and accomplish a project of functional redefinition, which seems hard to be implemented. The 2009 World Aquatics Championships seemed to be a good opportunity, since it was thought that the construction of the sport structures would let to resume the project of urban requalification of the areas of Tor Bella Monaca and Torre Gaia, which are known to be dominated by lack of planning that has its roots in the Fifties of the last century and in which the influence of organized crime is overbearing. A new occasion, always connected with a major event, seemed to emerge to relaunch the possibility of implementing this project. All involved institutions and local authorities seemed to agree that the 2020 Olympic Games could be the right chance to reorganize this territory. In this direction, the size of the planned measures continues to change and, consequently, the disorientation of residents, while an investigation on different scales of the potential and of future possible difficulties seems to be essential.
