Youth social infrastructures: dynamics and critical issues in two marginalised neighbourhoods of Palermo. – This article examines Youth Social Infrastructures (YSIs) in two marginalised neighbourhoods of Palermo – San Filippo Neri (ZEN) and Uditore-Passo di Rigano – exploring how places and organisations enable or constrain young people’s participation and sociality in contexts marked by public disinvestment and territorial stigmatisation. Drawing on ethnographic research, the study investigates formal spaces managed by third sector organisations and informal spaces of spontaneous aggregation. The analysis identifies key capacities of YSIs – including continuity, safe spaces, networking, and advocacy – alongside critical limitations: funding precarity, numerical inadequacy, difficulties in institutional co-design, limited youth self-determination, and deficit-based narratives that risk reinforcing stigmatisation. By examining YSIs in context and in contest, the article highlights the tension between grassroots vitality and structural fragility in southern European marginalised contexts.

Culture e patrimoni dell’acqua nel Mediterraneo: una proposta sull’onda del “futuro liquido”. – Nuove prospettive di sviluppo economico e sostenibile possono nascere da una perfetta combinazione di turismo e digitalizzazione, conoscenza storica e valorizzazione del patrimonio nel Mediterraneo. La creazione di reti per condividere le migliori esperienze turistiche nazionali e internazionali nella tutela del patrimonio liquido è senza dubbio un aspetto fondamentale. In questo quadro, emergono esperienze e musei legati al mare volte a offrire al grande pubblico piattaforme rappresentative - sia fisiche che digitali - del patrimonio esemplare delle civiltà e delle culture nel Mediterraneo. Questo consente ai turisti di entrare in contatto con realtà istituzionali e imprenditoriali che implementano, in una logica sinergica, pratiche turistiche sostenibili; connettere turisti e comunità favorisce, inoltre, un dialogo che può motivare soprattutto i giovani a diventare narratori consapevoli e attori del proprio “futuro liquido”.

The Youth of the Inner Areas and the Italian NRRP. – The Italian NRRP provides considerable financial resources to promote a green transition and a digital transformation of people and territories. Young people living in the inner areas of Italy have an opportunity to overcome marginality and become key actors of development, making of diversity an asset rather than a source of inequality and epistemic injustice. Based on these premises, the research illustrates the youth policies and the strategies for inner areas within the framework of the Italian NRRP, then focuses on the peculiarities of young people living in inner areas. The analysis highlights the need to create new jobs in peripheral territories, to make migration an opportunity rather than a necessity. Specifically, it is important to approach the issue of employment in inner areas with the lens of youth policies, that is, by developing bottom-up approaches to discover latent and untapped potential to be used to achieve sustainability.

The role of policies for the activation of human capital and territorial mobility in con-trasting skilled youth emigration. – This study aims to investigate the role of local human capital activation policies and the value of territorial mobili-ty to contrast the phenomenon of qualified youth emigration. A phe-nomenon that has regained momentum in Italy in the last decade.
This study examines complex initiatives implemented by Italian regions and local authorities (especially Torno Subito by the Lazio Region and other programmes such as Ritorno al futuro by the Puglia Region and Master and Back by the Sardinia Region) that can serve as a model for national and European policy makers. Programmes that can help to counter skilled emigration and support the "right to stay" of a generation of skilled young people who, more than others, suffer from job insecuri-ty and a growing risk of marginalisation.
